Code of conduct for Governing Body

The governing body of Saheed Kshudiram College is responsible for ensuring the effective management of the institution and for planning its future development.

  1. The governing body should act to approve the mission and strategic vision of Saheed Kshudiram College, long-term academic plans and ensure that these meet the interests of stakeholders, including students, local communities, Government and others representing public interests.
  2. The body is formed to monitor institutional performance and quality assurance arrangements which should be, where possible and appropriate, benchmarked against other institutions.
  3. Governing bodies ensure compliance with the statutes, ordinances and provisions regulating their institution, including regulations by Statutory bodies, such as UGC, as well as regulations laid out by the State government and affiliating university.
  4. The governing body should ensure that non-discriminatory systems are in place to provide equality of opportunity for staff members and students.
  5. The governing body should actively monitor that the Institution implements the requirements of State and National Governments for reservations of seats and staff positions and provide required support to minority groups.
  6. The general principle of transparency of the governing body applies that students and staff of Saheed Kshudiram College should have appropriate access to information about the proceedings of the Governing body. All sorts of agendas of meetings, draft minutes (if cleared by the chair) and the signed minutes of governing body meetings together with the papers considered at meetings should generally be available for inspection by staff and students. There may, however, be matters covered in standing orders where it is necessary to observe confidentiality. Such matters are likely to concern individuals or have commercial sensitivity.

Code of conduct for the Principal

The chair of the Principal of a college has got multifaceted roles to play and responsibilities to shoulder having characteristics of a patron, custodian, supervisor, administrator, adjudicator, protector, inspirer and so on. As the Academic and Administrative Head of the Institution the Principal remains liable to follow certain codes of ethics in his conduct as proclaimed by the University Grants Commission (UGC) in tandem with the guidelines framed by the Ministry of Human Resources Development (MHRD) and the set of prescripts enforced by the Government of West Bengal as in the West Bengal Service Rules (WBSR). These codes of conduct are applicable, in general, for the College Teachers as well as for the Administrator of any organization. Specifics of the salient and significant codes applicable in the conduct of Principal, as perceived and enforced by Saheed Kshudiram College are jotted underneath:

  1. To uphold and upkeep the ethos of inclusiveness in terms of imparting education in the institution.
  2. To protect the collective interest of different sections of the institution so that each and all can perform freely and give their highest for the institution building.
  • To institute, nourish and enforce meting equal treatment to all the stakeholders in the College so that there remains no scope of any discriminatory and disparate practice at any level within the stretch of the College.
  1. To uphold and maintain the essence of social justice for all the stakeholders irrespective of the caste, creed, race, sex or religious identity as within the framework of Indian constitution.
  2. To create and maintain an unbiased gender-free atmosphere within the periphery of the College so that all the stakeholders enjoy equal opportunities.
  3. To generate and maintain required alertness among all the stakeholders of the college so that the chances of incidents of sexual harassment get ever minimized and ultimately eradicated. (The Sexual Harassment of Women at Workplace: Prevention, Prohibition, and Redressal Act, 2013 will provide the Redresssal measures of issues related to sexual harassment within the boundary of college campus.)
  • To initiate and propagate the spirit of welfare within all the sections of human resources attached directly or indirectly with the college and hence to build mutual confidence among them.
  • To maintain and promote academic activities in the College in all possible avenues already explored and thus encourage exploration of newer avenues for further academic pursuit.
  1. To create an environment conducive for research oriented academic parleys and thus promote research activities in the institution to add further to the knowledge pool.
  2. To uphold upkeep and enforce discipline in the behavioral manifestation of all the stakeholders of the institution and thus maintain campus-serenity required for the academics.
  3. To promote and maintain the practice of extra-curricular activities amongst the students and other human resources of the institution and thus adds to the societal dynamism simile to essence-of-life.
  • To endeavor for the upkeep of tranquility of the region surrounding the College so that academic practices come to gradual prevalence and only prevail, eventually.
  • To promote and maintain harmonious relationships of the College with the adjoining society in order to ensure spontaneous flourish and prosperity of all the students of the institution.
  • To endeavor and strive for maintaining vibrancy of attitudes of all stakeholders of the institution and thus to nourish & enhance their capabilities.

As the academic head of the institution, the Principal should ensure the existence of an academic environment within the college and should endeavor for its enrichment by encouraging research activities. Thus, the Principal should put best efforts to bring in adequate infrastructural and financial support for the College. The Principal should encourage the faculty members of the Institution to take up research projects, publish research papers, arranged for regular seminars and participate in conference/symposium/workshop/seminars.

Code of conduct for Teachers

Being the employees of a state-aided general degree college in West Bengal, the teachers of this College should follow the code of conduct laid down in West Bengal Universities and Colleges (Administration and Regulation) Act, 2017. But they are also subject to the guidelines provided by UGC for college teachers. As per UGC guidelines whoever adopts teaching as a profession assumes the obligation to conduct himself/herself in accordance with the ideals of the profession. A teacher is constantly under the scrutiny of his students and the society at large. Therefore, every teacher should see that there is no incompatibility between his precepts and practice. The national ideals of education must be his/her own ideals. The basic ethical values underlying the code are care, trust, integrity and respect; embodying those aspects relevant to the teacher, who is entrusted with social responsibility. A definitive code for this Institution encompasses the following:

[A] PROFESSIONAL VALUES

  1. Be concerned and committed to the interests of the students as the foremost aim of the teaching profession is to educate. This attitude should be directed towards the specific needs of each student. Teachers should be conscientious and dedicated and if necessary, should help the students beyond class hours without accepting any remuneration.
  2. The teacher shall not prevent any student from expressing his viewpoint although it may differ from that of his own. On the contrary, the student should be encouraged. Among other things, a teacher should accept constructive criticism.
  • The teacher should try to develop an educational environment. Equal treatment should be meted out to all students irrespective of caste, creed, religion, gender or socio-economic status. There should not be any partiality or vindictive attitude towards any of them.
  1. The teacher’s aim should be to inspire students to generate more interest and develop a sense of inquiry in the pursuit of knowledge.
  2. The teacher should set a scientific and democratic outlook among her/his students, making them community oriented, patriotic and broad minded. This is a part of her/his social responsibility.
  3. Above all a teacher should conform to the ethos of his/her profession and act in a dignified manner. She/he should keep in mind that society has entrusted her/him with their children.

[B] PROFESSIONAL DEVELOPMENT AND PRACTICES

  1. It may be conceded that learning has no end. It is imperative that a teacher continuously updates herself/himself in her/his field and other related ones in order to upgrade herself/himself and the student community. She/he must also acquaint herself/himself with recent methodologies and other applications.
  2. A teacher must, alongside teaching, pursue research as innovation contributes to the continuous progress and development of a subject. He/she should involve herself/himself in seminars and workshops where there is interchange of academic topics. A career long professional development is therefore a necessity.
  • Developing new teaching strategies and curriculum as well as planning for an upgraded academic system should be an integral part of his/her professional duties.
  1. The teacher will have to carry out the Institution’s educational responsibilities such as conducting admissions, college seminars and so on. He/she should also be participating in extra-curricular activities of the College as in sports, extension activities and cultural programmes. This will generate a holistic development and a congenial relationship with the students.

[C] PROFESSIONAL INTEGRITY

  1. Teachers must maintain ethical behavior in professional practice by accurately representing certifications, licenses and other qualifications.
  2. Honesty should not be compromised in research. Plagiarism is an evil that cannot be accepted at any cost. The aim should be to improve quality of research.
  • There should be no conflict between professional work and private practice. Private tuitions should be avoided as they negatively impact upon the quality of college teaching.
  1. The teacher must respect the confidentiality of all information regarding exam affairs as well as matters dealing with colleagues and students unless legally or legitimately demanded.

[D] PROFESSIONAL COLLABORATION

  1. Teachers should be respectful and cooperative towards their colleagues, assisting them and sharing the responsibilities in a collaborative manner.
  2. Teachers should refrain from lodging unsubstantiated allegations against their colleagues in order to satisfy vested interests.
  • Teachers should discharge their responsibilities in accordance with the established rules outlined by the higher authorities and adhere to the conditions of contract.
  1. Teachers should refrain from responding to unnecessary political motivations as this ruin the sanctity and smooth progress of an educational institution. This is more so as the Institution is located in a vulnerable border area.
  2. Teachers should accord the same respect and treatment to the non-teaching staff as they do to their fellow teachers. The Institution should hold joint meetings before upholding any decision regarding the College.
  3. There should be regular interactions with the guardians of the students as this is necessary for the improvement of the students and the Institution.
  • Despite the commuting distance, the teachers should refrain from taking unnecessary leave and maintain regularity for smooth functioning of the college.

Code of conduct for Support Staff

Being the employees of the Government of West Bengal, all the support staff of Saheed Kshudiram College should follow the code of conduct stipulated by the State Government. Saheed Kshudiram College has put forward its code of ethics for the support staff along the following lines.

[A] PROFESSIONAL CONDUCT

  1. The support staff should acquaint themselves with Saheed Kshudiram College policies and adhere to them to their best ability.
  2. Each of them should perform the duties he has been assigned sincerely and diligently as well as with accountability.
  • They should avail of leave with prior intimation to the extent possible. In case of sudden contingencies, information on their absence should be promptly forwarded to Saheed Kshudiram College Authority.
  1. The support staff should not, on any account, undertake any other job within the stipulated office hours. Neither shall he engage himself in any trade or business within college premises.
  2. They should not hamper the functioning of the college by engaging themselves in political or anti secular activities.
  3. They should not engage in remarks or behavior that might be considered disrespectful to their non-teaching colleagues, teaching staff or students.

[B] WORKPLACE CONDUCT

  1. They should be punctual as their prior presence is required daily for the commencement and smooth functioning of college activities.
  2. They should also be responsible for the proper use and maintenance of college equipment and furniture.
  • No support staff should be under the influence of drugs or alcohol during office hours.
  1. The support staff often has access to confidential information regarding examination matters and other matters relating to other staff, through official records. It is expected that they respect the confidentiality of such matters.
  2. They should perform their duties with honesty and integrity. There should be no falsification of official documents entrusted to them.
  3. The support staff should show no discrimination on basis of gender, caste or religion.

[C] PROFESSIONAL RELATIONSHIP

  1. Interactions between support staff and students are frequent as for example during counselling, admissions, disbursement of financial aid, examinations and so on. On a regular basis the students come into contact with support staff in libraries, science laboratories and computer laboratories. It is expected that they behave in a helpful, friendly and patient manner towards the students.
  2. The support staff should give due respect to the decisions made by Saheed Kshudiram College authorities. Any matter of contention should be settled amicably and not through antagonistic behavior, as the progress of an institution depends upon mutual goodwill and trust.
  • The non-teaching staff should consider the teaching staff as their colleagues and not as separate entities. It is the shared functioning that will generate a harmonious environment.
  1. The Support Staff are the first to come into contact with the guardians of students as during examinations. They must keep in mind the fact that their behavior will be considered to reflect that of the institution. They should thus interact patiently and politely.

DISCIPLINE

The Principal invites the co-operation of the students and their guardians in the creation and the maintenance of an atmosphere conducive to academic and cultural development, and in upholding the traditions of the institution. Students are especially invited to cooperate, in their own interest with their elected Class Representative to ensure enforcement of rules regarding discipline.

[A] BEHAVIOURAL DISCIPLINE OR CODES OF CONDUCT IN CLASSROOM AND COLLEGE PREMISES - DO'S AND DONT'S

  1. Students must be punctual and regular in attending classes, tutorials, class tests examinations etc. Failure to obtain the required attendance percentage, non-submission of assignments and unjustified absence from tests /examinations will be treated as breaching the code of conduct.
  2. Student must be seated in their classrooms at the beginning of each period. They must not enter or leave the class room without permission of the lecturer.
  • Impersonation during roll call is a punishable offence.
  1. Use of Mobile Phone during class hours is prohibited and is liable for punishment.
  2. Resorting to any kind of malpractice (copying, impersonation, use of unfair means, exchanging answer-sheets) during examinations will not be tolerated and will be dealt with severely.
  3. Students should carefully follow the Notices put up on the Notice Board (both online and offline). No excuse will be considered if Notices on the Board are ignored.
  • When a lecturer is absent or is unable to take class, students should maintain a strict order among themselves so as to not disturb the adjoining classes. Under no circumstances should they leave the classroom without ascertaining the relieve orders from the Staff room.
  • Students are expected to treat the members of the staff both teaching and non-teaching and their fellow students with courtesy both in and outside the College. Students shall not, by their act or conduct, cause damage to the reputation of the institution.
  1. Students are expected to come to College dressed suitably maintaining decency.
  2. Students must wear and display visibly their Identity Cards at the gate while entering the College and always keep it on your person during College hours inside the campus.
  3. Students are not allowed to loiter or stand about the verandas or corridors of the College during class hours.
  • When assembled every class must consider itself responsible for the conduct of its members.
  • Students are forbidden from inviting friends from other institutions and outsiders to the College.
  • No posters are to be pasted or fixed with cello tape anywhere on the College walls. Any writing, scribbling on the walls will attract disciplinary measures against the student.
  1. Smoking, chewing and spitting tobacco products or pan masala, consumption of alcohol or narcotic drugs is strictly prohibited inside the college premises. Violation of this rule will invite disciplinary action. The college premises are a smoking free zone, respect it.
  • Students must refrain from mishandling and tampering with library books or college computer systems.
  • The right to access Girl’s Common Room is reserved to girls.
  • A student shall not commit or cause breach of peace inside and around the College campus.
  • Students are prohibited from indulging in games, even in small groups, anywhere in the College premises during lecture hours.
  1. Ragging in any form is strictly prohibited. Disciplinary action will be taken against those who violate this rule. It is mandatory for all students and guardians to sign an affidavit in the pro forma prescribed by the North Bengal University related to ragging.
  2. B.
  3. Any damage or defacement of college property is a punishable offence. If a college property is found damaged in a classroom while the class is assembled the loss may be recovered by a fee imposing upon the whole class if the students responsible for such damage cannot be detected.
  4. Habitual misconduct/repeated breach of the College Rules & Regulation will be considered as a grave offence and will result in suspension/expulsion of the student with immediate effect.

[B] ANTI-RAGGING

The Institution implemented a strict and effective anti-ragging policy based on the UGC Regulation on Curbing the Menace of Ragging in Higher Educational Institution, 2009. This UGC Regulation was framed in accordance with the directions issued by the Hon’ble Supreme Court of India to prevent and prohibit ragging in all Indian Educational Institutions and Colleges.

Ragging constitutes one or more of the following acts: (a) Any conduct by any student or group of students –whether through spoken or written words on physical act-which has the effect of fearing or misbehaving any student, (b) Indulging in rowdy or undisciplined activities or asking any student to do any act which such student will not in ordinary course do and thereby causes shame, annoyance, torment, hardship, embarrassment which inflict intense psychological harm or raise fear on apprehension in any student. (c) Any act by senior students that prevents, disrupts or disturbs the regular academic activity of any student. (d) Any act of financial extortion put on any student. (f) Any act of physical abuse including sexual abuse, stripping, forcing in lewd acts on gestures causing bodily harm to any student. (g) Any act of verbal or written abuse such as calling foul names, insulting publicly, offensive emails which embarrass, annoy and discomfort any student. Anti-ragging Committee: This committee shall examine all complain of anti-ragging and come out with recommendation based on the nature of the incident and proper investigation.

Disciplinary measures against the act of ragging:

A student or group of students found guilty by the anti-ragging committee will attract one or more of the following disciplinary action by the college authority:

  1. a) Suspension from attending classes and academic privileges.
    b) Withholding / withdrawing scholarship/ fellowship and other benefits.
    c) Debarring from appearing in any test/examination or other evaluation process.
    d) Withholding results.
    e) Debarring from undertaking any collaborative work or attending national or international conferences/symposia/meeting to present his/her
    research work.
    f) Suspension/expulsion from the hostels and mess.
    g) Cancellation of examination.
    h) Expulsion from a specified institution and consequent debarring from admission to any other institution for a specified period.
    i)  If need be, in view of the intensity of the act of ragging committed, a First Information Report (FIR) shall be filed by the Institute with the local police authorities. The Anti-Ragging Committee of the Institute shall take appropriate decision, including imposition of punishment, depending on the facts and circumstances of each incident of ragging and nature and gravity of the incident of ragging.

Parents/Guardians are requested to co-operate with the college authority in enforcing rules and regulations of the College. Parents/Guardians are to ensure that their ward strictly adhere to the dates regarding commencement of Classes after holidays. If required, Parents/Guardians are to meet the College authorities regarding any problems or issues. Parents/Guardians are to ensure that their wards pursue their studies at home. If students are required to go out of station for study tours, field trips etc. Parents/Guardians are to furnish written permission. Parents/Guardians are to inform the College, in writing, if their wards cannot attend regular classes.
